Can anyone tell me how to check if a pdf that has a photoshop image in it has been made into a correct high resolution setting (both the pdf itself as well as the image in the pdf)?

Do I need a certain version of Acrobat to determine this?

Use the Preflight command located in the Print Production submenu of the Tools pulldown menu. 

Scroll down the list in the dialog window, find the option for which you are looking (E.g.: List Images Below 120 ppi) and click the Execute button.
Check Show Selected Elements in Snap View to see images and objects placement on pages.
